Hualien Sugar Factory Staff Dormitory No. 1, 3, No. 5 and No. 7 staff dormitories were built in 1922 (Taisho 11 years). They belonged to the "Double-combined C-type Staff Dormitory". The dormitory is built with brick and cement walls as the foundation of the dormitory. The cold and humid environment of Hualien is taken into consideration during the design. The ground is especially heightened and vents are added around it. There are rain panels and anti-slabs. The supporting wood is strengthened and stable, typhoon-proof and earthquake-proof, and indoor sliding transoms are installed, and flowers and plants are planted by the roadside, which adds to the quality of life for employees.
This dormitory used to have a Japanese-style courtyard outside, which was changed after the war due to the needs of the residents. At present, the staff dormitory is exposed to the sun and rain, and there is no proper maintenance, causing the surface of the building to be mottled, falling off, and the wood is corroded. Some windows use iron nails to nail the anti-plates, losing the original Japanese-style house appearance.
