The Watch House is constructed in flat roof construction form as reinforced concrete buildings and is located at important entrances and control point. Hualien sugar factory must have access control and patrol unit to protect its important property since it is a fairly important economic production site and industrial facility. The blockhouse was, in the past, an important patrol relic.
